Ogden is updating its General Plan. This document will guide the City's development and decision-making at all levels while incorporating existing studies, sub-plans, and community input. We will be leaving important project information here throughout the process.

Learn about the Vision Scenarios

One of the first phases of the project is Visioning. During this phase, the community and Project Team developed three scenarios and began evaluating them at the Vision Workshop (October 23, 2024). The Scenarios are:

  1. Livable Neighborhoods: Priortize residential infill and small neigbhorhood centers over multi-household development in the downtown area and along corridors. 
  2. Complete Corridors: We will continue to grow housing and employment the way we have, with more development along our major corridors and primarily multi-household residential development.
  3. Vibrant Downtown: Focus on employment and residential growth in Downtown and existing economic centers like the Ogden Business Depot. 

These scenarios opened the conversation about where and how to expand housing and employment opportunities. Visit the Online Interactive Workshop to view the content and see how the community responded.

The Project Team combined the pieces of the scenarios that the community loved the most. This led to a unified Vision Statement and several Vision Principles, which are illustrated below. We asked the community are these the right principles? Which ones are you most excited about? And how do you think we should implement some of these principles? Phase 1 : Management and Outreach

This phase kicks off the Ogden General Plan update by hosting conversations with community members and setting the foundation for the whole project. This phase creates the context for what the community would like to see in the future and what they currently love about their community. There will be opportunities for engagement in-person and online.

Phase 2 : Plan Foundation

This phase will provide an overview of baseline conditions, data, and will also define how those conditions influence the development of the City through 2050.

Phase 3 : Visioning

Building on what we heard from the community in phases 1 and 2, this Phase is about the people of Ogden working together to define the vision and values of the Ogden community, and to consider alternative future scenarios in order to identify priorities and guiding principles for growth and change. A strong community vision for Ogden ensures that future policies and programs are shaped by and for the community.

Phase 4 : Draft Plan Development

This fourth phase will focus on presenting and reviewing key elements in the Draft Plan. This is the phase where you will see all the community feedback from the first three phases come to life. As with other outreach phases, participants will be able to join events in-person or online. Results from this phase will shape the Final Draft Plan.

Phase 5 : Plan Approval

This final series will focus on celebrating the hard work that the community has put into this plan and go through the adoption hearing process.

Plan Ogden is a joint planning effort between the City and the community. 

A General Plan is the primary planning document for the community. It will serve as a long-term strategic plan with a guiding vision built by the community and strategies to support that vision. Once adopted, the Ogden General Plan will shape decisions related to new development, redevelopment, and City programs and services; focusing on enhancing the City’s values and high quality of life.

The plan will identify unique community characteristics and locations for future housing, parks, trails, community facilities, and more.

The plan will include land use recommendations and development policies.

The plan will give guidance on budget, timing for capital improvements, and review of development proposals.

The plan will provide direction on the topics of development, policies, programs, and services provided by the City.

Ogden has experienced many changes since the adoption of its last plan. Given these changes, it is time to update the existing General Plan to reevaluate the attributes and characteristics of the City that residents, businesses, and visitors value most.
